Update sql_exporter to 0.17.0.

SQL Exporter v0.17.0 - Christmas edition 🎄

What's Changed

⚠️ Breaking change: klog logging library is replaced with log/slog. On the user end, this change mainly affects the field names (go-kit vs slog style) that might require some adjustments in user log collectors.

Besides, it is possible now to write logs to a file, if needed (default is stderr, but there is the --log.file parameter to override the output).
