Update Dependencies

Changes

Upgrade @acala-network/chopsticks and @acala-network/chopsticks-testing to version 1.0.2-1 across all packages
Upgrade @polkadot/api and related packages to version ^15.0

Detailed Changes

Updated Chopsticks dependencies in kusama, networks, polkadot, and shared packages
Updated Polkadot dependencies in shared package:
- @polkadot/api
- @polkadot/types
- @polkadot/types-augment

Testing Notes

Please verify that all integration tests pass with the updated Chopsticks version
Ensure that the API changes in Polkadot v15.0 don't introduce any breaking changes to our implementation
