update: pull-kubernetes-e2e-gci-gce-ingress run regex

This adds pkg/proxy path to the trigger path for pull-kubernetes-e2e-gci-gce-ingress.
This could have detected ci failures in kubernetes/kubernetes#127794 before merge.
