refactor: yarn version upgrade

🤔 해결하려는 문제가 무엇인가요?

• node 20 버전 대에서 개발 서버 실행이 안됨

🎉 변경 사항

• 최신 버전의 yarn으로 올리기

• ci 터지는 문제 해결

  • 패키지들 마이너 버전에 한해서 전부 업그레이드
  • 타입 추론 안되는 부분 반영
  • 린트, 스타일린트 fix
  • 크로마팅 터보스냅 비활성화
  • 중복 설치된 의존성 삭제를 위해 lock 삭제 및 재설치
