Closes #2097.

• ₪ (Israeli Sheqel)
  • Borrowed metrics from ℶ. Height assumed to be XH.
• ₼ (Azerbaijani Manat)
  • Height (including the middle bar) assumed to be XH.
• ₺ (Turkish Lira)
  • Follows the serifs of L (without the motion serif).
  • Made HObliqueOverlayBar and LetterObliqueOverlayBar as analogues to HOverlayBar and LetterOverlayBar for this.
    • Applied the oblique bar to as well, which used a clipped diagonal stroke previously.
    • The position of the bars follow ₤, while the bars for ₮ loosely follows ₣.
• ₾ (Georgian Lari)
  • Height roughly follows the "full $", which uses CAP - Descender / 2 for the top of the vertical strokes.
• ⌗ (Viewdata Square)
  • Teletext character. References the design in this proposal (intermediate overshoot).
• ⌘ (Looped Square)
• Minor refinements on Armenian characters:
  • Apply flatside to a few more characters, giving them overshoots more consistently.
  • Tried to make Չ a bit more vertically balanced, because it kinda sticks out in the sample text.
    • I don't think the result improved that much, but at least the slope of the lower bar does not vary with weight anymore:
      
• Code cleanup:
  • Removed some leftover code in rotational.ptl
  • Split "Other polygons" in plain.ptl to pictograph/technical.ptl.
  • Moved Horizontal Zigzag to pictograph/geometric.ptl.
