Fix wrong version in cardano-api.cabal

Edit: the issue was that #569 was merged before the release PR so there were inconsistent versions. Merging the release PR solved the problem.

Context

this PR #569 wrongly sets cardano api to version 8.49.0.0, it should be 9.0.0.0
