Static with "CUE" selected for playlists on Chrome only

In my tests of the Webcaster public demo page on github.io, I'm experiencing a significant amount of static played back through the local speakers when "CUE" is selected and a playlist is playing.

My tests show that this happens regardless of the file format or bitrate, including both MP3 and OGG Vorbis files.

So far, I can only reproduce this issue in Chrome 70.0.3538.102 for Windows. Firefox 62.0.2 and 63.0.3 for Windows do not appear to demonstrate the same issue.
