These changes improve parity between the servo and servodriver WPT test harnesses. They reduce the set of servodriver-only test failures by using the same settings and ensuring that relevant preferences are updated, and also introduce a delay + helpful output when the
--debuggerargument is used.Reviewed in servo/servo#34957
