WADM files pointing to not existing wasm files fail only at runtime.

I accidentally deployed a wadm file that pointed to a non-existing file.
The wash command concludes successfully, even though it likely won't work when it actually gets activated

There should at least be a warning that it is probably not going to work, and the runtime error could be clearer too.

Hey @flyaruu , this was actually fixed by wasmCloud/wasmCloud#3682! Only held back on us needing to release a new version of wash.

Once that's out, I'll close this issue as completed
