Allow to create network intercepts for specific user contexts #845

If a client wants to scope network interception to a specific user context, it would be better to allow to addIntercept for a specific set of user contexts. As a workaround clients could only subscribe to network events for some user contexts and then define a global intercept, but that wont be possible in all scenarios.
