Run without internet

I tried running the plotting command line utility on Pleiades. On the front end, the jobs get killed, while on the reserved node, the call fails because sliderule connection can not be established.

We would ideally need a non-internet version of this, where the basemaps can come from reference dem hillshades, and with the option to skip ICESat-2 steps. I intend to create a "stereo-only" report for all the PCD sites. The IS-2 and other comparison steps will be performed downstream of the stereo runs, not on a Pleiades front-end node.

I will start making some tweaks on my local copies to make this work, and we can discuss and integrate in the coming months 😊
