403 Forbidden error - Debian 9

I cannot for the life of me seem to track down where I am getting a 403 Forbidden error from when trying to access a new installation of RatticDB. The SQL database is hosted on a separate server, so I skipped the parts of the instructions where we install a database. Rattic is running on Debian 9 (Stretch), with Apache 2.4

It connects, and I register connections to the server from my browser. I have checked everything I can think of, and there doesn't seem to be any issues I can see. I'm at a complete loss.

All the settings are identical to the original, existing server, so I'm hoping that someone else has had an issue and can respond!

What do you have in your Django settings in HOSTS directive ?
