Quotes in non-English

In the book project I'm working on we're getting a lot of syntax error markings, for every quote we have. Right quotation marks appear to be only permitted at the end, not the beginning, of quotes. In Swedish language quotes are both opened and closed with the same mark.

Example:

Liksom att radiomottagning kan ''störas'' av sändningar som inte är av

is correctly output as

Liksom att radiomottagning kan ”störas” av sändningar som inte är av
