turn this into a real app

• give it a VM of its own, instead of using john's burndown box (request VMs for automated dependency updates/deployments sul-dlss/argo#1924)
• set up capistrano deployment
• use postgres instead of sqlite for prod
• wire up shared_configs
• add to list of repos that get automatic dependency updates (add to dependency updates?? #2)
