[Feature] Variable Panel Location

What is your feature request?

What would be added?
The ability to move the panel above or below the inventory - instead of just Left - Right.

Why?
The search bar is able to be in the center, so it only makes sense to me to have the rest of the UI under my inventory.

I'd love to contribute myself but I don't have an environment setup and I'm not proficient in java. I'm completely willling to try if anyone can provide some guidance.
