Add a new function createWithTimestamp or createWithStartTime (name TBD) that enables users to create a stream with a snapshot time either in the past or the future.

Note that as discussed in #364, this feature requires getting rid of the $\text{snapshot time} \le \text{block time}$ invariant.

As indicated by Derek below, this feature would be a super useful feature:
