Create a module for all code related to packager codes and normalize and/or taxonomize packager code data

What

• We currently have a lot of code to convert packager code data from various countries in different places and to display them (scripts, Tags.pm, Display.pm, templates).
• It would be a good thing to have a dedicated module for packager codes.
• In addition, instead of using a custom data structure specific to packager codes, we might want to explore using a taxonomy instead.

Proposed solution

One issue is that different countries have different fields for each packager code company. It may be a good thing to try to normalize those fields whenever possible, while still trying to retain as much data as possible.
