No click overlay when all window is closed

Once we close all the windows of Chrome (not quit), we usually see Chrome’s menu items on the Mac menubar. During this time, when I press the click shortcut, I don’t see any overlay with letters. To show the overlay, I have to either open a Chrome window or switch to another application.
