Make Notes or Images required for Step completion

We want to make sure that each step in an inspection has a note and or an image attached. It would be great if we could manage that setting via the management app. Two boleen columns could be added to the Are Inspection Steps Table, reqImage and reqNote to store the setting for each step. In the inspections app the review screen switch condition would need to display text "Missing Image" or "Missing Note". maybe an column for hasnote or hasimage could be added with to colStepOutcomes? I'm not sure how to check the reqNote field for the review check though. Better to check it when populating colStepOutcomes?
