Type: Performance Issue

This was the promplt: "I created a test.html file to test it out as a basic web template. but the css file is not being found". But it came back with a description of what a .css file is. not how to make it findable. I expected it to look at the page code, see what i wrote, plus the knowledge that it wasn't being applied and suggest a reason or action to take.
