Create go-canary internal AzDO pipeline

We should have an AzDo pipeline in the dnceng org which runs on demand and that executes the following workflow: https://github.com/microsoft/go-canary/blob/main/.github/workflows/canary.yml.

We want it to be internal because we will need to test private repos in the future, and even for the public repos, we don't want to find vulnerabilities in the open.
