This is a Feature Request

What would you like to be added

Improve Linux Kernel Version Requirements to clearly indicate the recommended kernel version. If the version is below 4.19, kubeadm system validation should be skipped.

Why is this needed

Refer to kubernetes/kubernetes#129462, Users installing Kubernetes on RHEL8-derived Linux distributions may encounter kernel version errors. Documentation should provide guidance to help resolve this issue.
