Make Naas manager responsive

Objective: Make Naas manager responsive

As a user I expect Naas manager to be responsive in any kind of device, size.
To do so, I would expect a burger menu to be created and some spacing.

Here are the current screenshots where you can see lack of responsiveness.

• The button goes below and not in the same line. ;
• The burger menu does not work, it should provide the list of elements in the header.
