add a means to label multiple repositories at once

i am proxying many packages from remote registries like docker hub and ghcr, and end up with many repositories amongst each other with no organization other than that they're from the same source.

from the /projects/$projectId/repositories view, i'd like to be able to select several repositories and simultaneously label them.
