Update route of Forms page

Not a high priority, but I think it'd be nice to update the route of the Forms page:

• Change the route from /projects/:id to /projects/:id/forms.
• Redirect from /projects/:id to /projects/:id/forms.

We're setting up a similar redirect for #825. For that, we're going to redirect from /projects/:id/datasets/:name to /projects/:id/datasets/:name/entities.

If you're interested in contributing, I'd recommend looking for an issue that isn't assigned, especially one labeled "help wanted".
