bug: inbox message notif fails when leaving inbox open in tab #113

When the inbox tab is open in Halo and focused on the current conversation, HNS fails to detect new messages and dispatch them to the user. The tab does not have be active (in primary focus) for this bug to occur

confirmed that this bug is still occurring and the initial suspicion may be the root cause
