Repro steps:

  1. Prepare a clean Azure Linux 3.0 or 2.0 Arm64 in Docker
  2. Install SDK 10.0.100-alpha.1.24619.14(runtime-10.0.0-alpha.1.25061.3) with installer .cm.2-aarch64.rpm
  3. New a console app then run dotnet restore

Expected:
Restoring console app succeed.

Actual result:
An error message appears
