auto-mate the release process

ATM there is

• https://github.com/codespell-project/codespell/blob/main/.github/workflows/release.yml

but that one "just" takes care about upload to pypi. I think the issues like

• New release please, the most recent was in May #3520

could easily be avoided with "release often because easy"

I could easily bolt on the https://github.com/intuit/auto which we use for a good number of projects (e.g. see https://github.com/nipy/heudiconv) which automates changelog creation and releases based on PR titles and labels. The only gotcha is that then you have to release often since otherwise you might hit

• Determine cause of auto-exec spawnSync /bin/sh E2BIG intuit/auto#1294

Just throwing a +1 on this. I would also love to see more frequent releases from Codespell.

I wonder if a much more frequent release cadence would also indirectly resolve #3542. It seems like the general goal of these two issues (to use more up-to-date dictionaries) is similar.
