Display different colors based on the number of reports for each congressional district. #13

Right now, there are only two stops defined map-style.js.

Let's add 8-10 stops and assign them values based on the quantity of reports.

^ My code in case I get hit by the proverbial bus.

I was going to go and clean it up, but I think my barrier here is the "clean it up" part, so I'm just pushing it instead and then hopefully you can shame me into cleaning it up later. :)
