blocked by using the chain-id for the square sizes upper limit, similar to #3370

the chainbuilder tool needs to be able to generate blocks up to 512x512 ODS

Note: the upgrade height is already based on chain-id (see here). The square size upper bound is overridden via a build tag (see here). We can refactor square size upper bound to be overridden via a chain-id in addition to or instead of the build tag.
