Summary

(Placing this issue here as this is where the specs directory currently resides although this specification is expected to touch the celestia-core and celestia-node)

Fast block slow squares is protocol that separates finality from data availability allowing us to more effectively balance high throughput while keeping light nodes light.

This specification should provide a clear overview of the purpose, the expected changes in behaviour and a detailed description of the software that will all need to be modified
