Refactor chainbuilder to improve maintainability

the chainbuilder tool is useful for generating networks for the DA network that have correct timestamps. Ideally, this code would be less of a script recreating the entire block creation process and utilize more of the existing code. This likely means including a overriding the time that is included in each vote in our fork of comet.
