implement several things (using dropdown)

canvas options: flipx, flipy, rotate, adjust size, crop, background (drop alpha channel)
effects: blur, sepia, grayscale
tools: flood fill, smudge, redo
polygon/rectangular selection

Maybe adjust the default to only have a very small subset of these enabled.
