Failed healthcheck

The latest release, /bin/healthcheck.sh reports back "NOT OK"

can't confirm, my 4 NPMs are healthy, can you please try to restart it?

Am not sure what was triggering it, I have rebooted the host completely and it seemed to have resolved.. Odd.

I tried checking but could not get it to fail again:

The plot thickens, I got it to fail again randomly, and the URL it tries to CURL is "https://[::]:81/api/", so it's trying 0.0.0.0:81
Which causes NOT OK

No problem, If I replace healthcheck with this, it returns "OK"
Seems IPv6 is causing something funky, even setting DISABLE_IPV6 and NPM_DISABLE_IPV6, still causes the error.

Seems like HC_IP is still referencing IPv6
