feat: add printed version for hotfix build

need printed verison for hotfix built artifact:
different componet has different show version command
eg tidb-server -V or cdc version

example:

/tidb-server -V

We need provide the version detail info into hotfix artifact report.

I suggest to do it in a standalone way just to collect the information for reports.
