Checked the reforecast files at /lfs/h3/emc/gefstemp/emc.ens/archive/EP6/rfcst .

The files in atmos/f2d and atmos/f3d have different resolutions.
f2d/gefs.t00z.pgrb2.0p25.f180
f3d/gefs.t00z.pgrb2.1p00.f180

The reason for saving files in different resolutions:
The main reason is to save disk space. It is assumed there is no need for high resolution upper level data ( From Bing Fu).
