Add Quarry-like block

I would like to see a Quarry block similar to RF Tools Builder or the Digital Miner from Mekanism.

we've had the plan to do that in mind since the start; but we want to make it balanced. we'll see!

make the quarry be a small multi-block machine and give it somewhat limited range. the speed and power consumption could scale to the block hardness.
