Change order of shorhand and advanced action/tasks definitions in Handler's readme

Currently in the Handler's readme, advanced action/tasks definitions are introduced before the simplified versions.

Describe the solution you'd like
I think that the simplified/shorthand approach might be more common to use and easier for beginners to understand. Therefore it should be introduced before the advanced versions, so that it will be easier to start development and if somebody wants to dive deeper into the configuration, they can easily do that, having the simpler version fully understood.
