Eye Color Customization for Citizen

What can't you do?

All Citizens have an eye color of brown, which is not possible to change right now.
I'm pretty sure someone said that this was probably going to be a thing, but I couldn't find an issue for it so here it is.

How would you like it to work?

Similar to hair, have a preset list of eye colors
