Muting on modmail only mutes the user for 48h. After that they can send another message. Some abuse this feature to the point of annoyance. This feature would solve this by re-muting and archiving blacklisted users from a database

Stretch goal would be to listen to commands in modmail and/or Discord to add blacklist a user
