How to solve DSN pollution that still occurs on Windows when using dnscrypt-proxy?

Case

• dnscrypt-proxy works as a service on Windows 10 in allowed-list only mode
• Preferred DNS Server is "127.0.0.1", Alternate DNS Server is empty
• ipconfig /flushdsn & reboot

Problem

After a while, dns pollution occurs as if before when not using dnscrypt-proxy.

Any way to solve dns pollution?

UPDATE

If Alternate DNS Server is set to "192.168.1.1", dns pollution seems to occur in much less chances.

It seems that chomium ignores hosts sometimes as well.
Maybe chromium is too clever to find the most fast ip for a domain name.
