Reconcile CABLE across apps

Specifically across apps CABLE offline, ESM1.6, AM3. Given that ESM1.6 is “underway” it might not be possible to have this work completed. In which case across pass will refer to offline and AM3. Note:

• This doesn’t necessarily include CM3 as we may wish to use a CABLE4 derivative. This also assumes that for ESM3 we will use CABLE4.
• In different apps, CABLE necessarily will have a different front end. We consider that these will be excluded and unique. CABLE is structured as:

 params/
 science/
 coupled/
 offline/
 util/

Evidently excluded directories are coupled/ and offline/. Therefore we are aiming for equivalence between:

 params/
 science/
 util/ 

We shall look at these seperately:

Ironically I am here after an attempt to clean up issues in AM3. There will be cross repo issues here as well.
