Add fee/fee code to Section

Bellevue College's has requested that the Class Schedule display Fee information from the HP/ODS rather than having it be manually entered into the Footnotes.

• Fee information should be included for both the Course and Section level.
• If a "friendly" description of the Fee Code exists, include it. Otherwise, include the code and the caller will be expected to map that to a more user-friendly message.
