This is an enhancement to the interactive azd add experience to display the quota available for AI deployments.

We currently filter AI deployments by region but don't handle quotas (TPMs).

FYI @puicchan and @SophCarp something we can discuss in the working session -- I think we may want to light this up to help users avoid quota-related issues upfront
