[Feature]: Allow specifying openhands version in Github action

What problem or use case are you trying to solve?

The current all hands github action (resolver) only uses the latest published all hands version (see: .github/workflows/openhands-resolver.yml). While this is okay as a default, there should definitely be a option to use an older version (since newer versions might be intermittently broken.

Add a Github action Input parameter which if specified uses older version of all hands in the workflow
